ICSD Event Media Accreditation Regulations
Event: Winter Deaflympics 2027 · ICSD — International Committee of Sports for the Deaf
1. Purpose
These Event Media Accreditation Regulations govern media accreditation, venue access, media operations, and media services for accredited media representatives attending the Winter Deaflympics 2027. All applicants must comply with: the ICSD Media Platform Terms and Conditions; these Regulations; all event-specific instructions issued by ICSD and/or the Organizing Committee (OC); the ICSD Media Content Upload and Licensing Rules; and applicable venue security regulations. Acceptance of these regulations is mandatory for accreditation approval.
2. Accreditation Categories
Media accreditation categories may include: Journalist (Written Media); Photographer; Videographer; Digital Media Creator; Film/Production Crew; National Deaf Sports Federation (NDSF) Media; Television Broadcaster; Rights-Holding Broadcaster; Non-Rights-Holding Broadcaster; and other categories as approved by ICSD. ICSD reserves the right to determine the final accreditation category assigned to each applicant.
3. Accreditation Application Process
Applications must be submitted through the ICSD Media Platform. Applicants may be required to provide: all required application information and personal data; proof of professional media activity; a valid passport or national identification document; a recent passport-style photograph; and any additional documents requested by ICSD or the OC. Submission of an application does not guarantee approval. ICSD retains final authority regarding all accreditation decisions.
4. Accreditation Fees
Accreditation fees are established exclusively by ICSD. The applicable fee schedule for Winter Deaflympics 2027 is published separately on the ICSD Media Platform and forms an integral part of these Regulations. Payment of accreditation fees does not guarantee approval. All fees are non-refundable unless otherwise stated by ICSD.
The fee schedule below is a draft and subject to official confirmation by ICSD.

5. Application Deadlines
Deadlines for the media information package, application, and payment (for Media Individuals/Teams and for NDSF Media) are jointly determined by ICSD and the Organizing Committee and communicated through official event channels. Late applications may be subject to additional fees or may not be accepted.
6. Accreditation Approval and Collection
Approved applicants will receive instructions regarding accreditation confirmation, payment verification, collection procedures, venue access permissions, and media services. Accreditation badges remain the property of ICSD and the Organizing Committee. Lost or stolen badges must be reported immediately. ICSD may revoke accreditation at any time.
7. Games Media Center & Venue Media Services
The Organizing Committee operates the Games Media Center and venue media operations, and will publish information on location, opening hours, workstations, internet access, media briefings, technical and support services, media seating, photo/broadcast positions, mixed zones, press-conference facilities, interview areas, and media workrooms through official event channels. Venue-specific rules may vary by sport and venue.
8. Transportation, Facilities & Equipment
The OC may provide information on transportation systems (availability and conditions determined solely by the OC). Media may use professional equipment subject to venue regulations. The following may be restricted or prohibited: flash photography during competition; strobe lighting; step ladders; drones; radio-frequency equipment; wireless transmission devices; and equipment that interferes with competition operations. Additional restrictions may be imposed by the OC, venue operators, or local authorities.
9. Mixed Zones, Press Conferences & Venue Access
Accredited media may access mixed zones and press conferences only if their accreditation category permits. Access to competition areas, field of play, athlete zones, technical zones, and restricted areas is prohibited unless specifically authorized. Access is determined by accreditation category, venue capacity, security requirements, and operational considerations, and communicated through official event channels.
10. Upload of Photos and Videos
Accredited photographers and videographers are required to upload media content to the ICSD Media Platform. Technical specifications, upload procedures, deadlines, file formats, and metadata requirements are described in the ICSD Media Platform User Manual and Media Contributor Guidelines.
11. ICSD Media Marketplace and Revenue Opportunities
The Platform enables accredited professionals to make photographs and videos available for licensing and sale. By participating, contributors agree that uploaded content may be offered for licensing or purchase; sales are subject to the ICSD Media Contributor and Licensing Agreement; revenue may be shared between the contributor and ICSD according to the published revenue-sharing model; and contributors retain ownership of their original content except for rights expressly granted. The revenue-sharing model for Winter Deaflympics 2027 will be published by ICSD.
12. Content Delivery Requirements
Accredited photographers and videographers may be required to contribute a minimum of 10 photographs per day and/or one video clip per day of at least 10 seconds, compliant with ICSD minimum technical quality standards, uploaded to the Platform no later than 20:00 local event time (or immediately after an ongoing event). Failure to comply may affect future accreditation eligibility.
13. Final Authority
ICSD retains final authority regarding accreditation approval, categories, media access, content requirements, and interpretation of these Regulations. All decisions of ICSD are final.
